Major Graham E. Hilts is the Special Trial Counsel Team Lead for MCAS Miramar in San Diego, California. In that capacity, he serves as the officer-in-charge of the MCAS Miramar Installation Office of Special Trial Counsel. Major Hilts previously served as a Trial Counsel at MCAS Miramar and the Deputy Staff Judge Advocate with 3d Marine Division in Okinawa, Japan. In 2023, Major Hilts earned his LL.M. in Military Law, with a Concentration in Criminal Law, from The Judge Advocate General’s Legal Center and School in Charlottesville, Virginia. Major Hilts is a graduate of the University of San Diego (BA) and the University of San Diego School of Law (JD). He is licensed to practice law in the states of California and Oregon. His personal awards and decorations include the Navy-Marine Corps Commendation Medal (second award) and the Navy & Marine Corps Achievement Medal. He is a graduate of the Expeditionary Warfare School Distance Education Program and the Command and Staff College Distance Education Program.
